Do I need permission to install a balcony or roof terrace?

Yes. Balconies and roof terraces are not covered by the domestic extension exemptions, primarily because of overlooking, and a planning application is required in almost all cases.

The exemption for domestic extensions expressly excludes balconies and raised terraces because elevated private open space overlooks neighbouring gardens and windows.

Applications succeed more often where privacy screens, set-backs from the boundary and orientation away from neighbouring windows are designed in from the start.

What planners assess

  • Direct overlooking of neighbouring habitable rooms
  • Overlooking of private amenity space
  • Height above ground and distance to boundaries
  • Screening, obscure glazing and parapet design
