What is a disability access certificate?

A disability access certificate confirms that the design of a building complies with Part M of the building regulations. It is required for new buildings other than dwellings, and for extensions and material alterations to such buildings.

Dwelling houses are outside the DAC requirement, though Part M still applies to new dwellings in terms of visitability — level access, adequate door widths and a WC at entry level.

For commercial, apartment and public buildings, the DAC is applied for through the building control authority and must generally be in place before the building is opened for use.

  • Approach and access to the building
  • Circulation within the building including lifts
  • Sanitary facilities for people with disabilities
  • Audience and spectator facilities where relevant
