Do I need permission to connect to a public sewer in Ireland?

Connecting a new house, extension or development to the public sewer network in Ireland is not something a homeowner or builder can simply carry out; it requires a connection agreement with Uisce Éireann, which owns and operates the public wastewater network nationally. The process usually begins with a pre-connection enquiry to check capacity and feasibility, followed by a formal connection application once the development has the necessary planning permission, after which Uisce Éireann issues a connection offer setting out technical requirements and connection charges.

Only once the agreement is in place and any charges paid can the physical connection be made, and in many cases the connection to the public sewer itself must be carried out by Uisce Éireann or an approved contractor, rather than a private builder, particularly where the connection involves excavating in a public road or connecting directly to the main sewer. Planning permission for the development and connection approval from Uisce Éireann are two separate processes — having planning permission does not itself authorise a sewer connection, and a connection can be refused or delayed if the local network lacks capacity.

For single house connections in an existing estate this process is usually straightforward, but for new developments, especially where existing infrastructure is at or near capacity, Uisce Éireann may require the developer to fund upgrade works or contribute to network reinforcement before a connection can be approved.
