Do I need planning permission for a carport in Ireland?

Usually not. A domestic carport is assessed in the same way as a garage under Class 3 of Schedule 2 to the Planning and Development Regulations 2001, and is exempted development where it is not forward of the front wall, stays within the 25 m² combined limit, and meets the other conditions in that class.

A carport — an open-sided, roofed structure for parking a car — is explicitly named alongside garages in Class 3 of Schedule 2 to the Planning and Development Regulations 2001 (as amended), which covers structures for domestic purposes within the curtilage of a house.

For the exemption to apply, the carport must not be built forward of the front wall of the house, its floor area combined with any other Class 2 or 3 structure must not exceed 25 m², and at least 25 m² of private open space must remain. Height limits apply, and where a carport is built to the side of the house, its roof generally needs to be finished to match the house.

Because many carports are, in practice, built in front gardens to shelter a car near the road, this is the most common way the exemption is lost — a carport forward of the front wall of the house is not exempted development and needs planning permission.

Conditions for an exempt carport

All of the following need to apply:

  • Built for domestic purposes within the curtilage of the house
  • Not forward of the front wall of the house
  • Combined floor area with other Class 2 and 3 structures is 25 m² or less
  • Height stays within the Class 3 limits
  • Where built to the side, the roof matches the finish of the house
  • At least 25 m² of private open space remains

If your driveway and preferred parking spot are in front of the house, check the front-wall restriction carefully before building, since it is strictly applied.

When permission is needed

A front-garden carport, one exceeding the size or height limits, or one at a protected structure will need a full planning application. The local authority can confirm the position with a section 5 declaration if there is any doubt about the front building line.
