Development plans commonly recognise applicants who can show one or more of the following:
- Full-time employment in agriculture, forestry, fishing or an established rural business
- Being born and raised in the area, evidenced by schooling and family history
- Being the son or daughter of a landowner who has farmed or held land locally for a set minimum period
- A long and continuous residency or employment history in the local rural community
- A demonstrated need to live near an elderly or dependent family member already resident locally
- Return migration to a family's original home area after a defined period away

How councils assess an application
Applicants are usually asked to submit a written statement or statutory declaration addressing the local needs criteria, along with supporting documents. Some councils issue conditions tying occupancy of the completed house to the applicant or their family for a period of years, restricting resale to another qualifying local needs applicant during that time.
