What is a certificate of compliance on completion?

It is the joint certificate signed by the assigned certifier and the builder at the end of the works, stating that the building has been designed and constructed in compliance with the building regulations. It is uploaded to BCMS and entered on the statutory register.

The certificate is submitted with as-built documentation and ancillary certificates from designers, specialists and the builder. The building control authority reviews it for validation and enters it on the register.

Where certification applies, a building should not be opened, occupied or used until the certificate is on the register. It is one of the first documents a purchaser's solicitor will look for.
