A person building a one-off house for their own occupation may opt out of the statutory certification route, submitting a declaration of intention to opt out instead of appointing an assigned certifier — but the building regulations still apply in full.
The opt-out is limited to a single dwelling on a single development unit built by or for an owner for their own use, or to a domestic extension. It removes the requirement for design certifier and assigned certifier appointments and the completion certificate.
It does not reduce your legal duty to comply with the building regulations, and it removes the documented compliance trail that purchasers, lenders and solicitors look for. Many self-builders who opt out find the absence of certification becomes a problem at sale.
