What planning authorities look at
Expect scrutiny of the following where a site is in or near a flood zone:
- Which Flood Zone (A, B or C) the site falls within, per the OPW's flood mapping and the local development plan
- Whether a lower-risk site is reasonably available for the same development (the sequential approach)
- Whether the justification test needs to be satisfied for the proposed use and location
- The findings of a site-specific flood risk assessment, if required
- Historical flooding records for the area and any known drainage issues
- Proposed mitigation: raised floor levels, flood-resistant construction, sustainable drainage
- Any objection or observation from the OPW during the planning process
A refusal on flood risk grounds is one of the harder outcomes to overturn on appeal, since An Coimisiún Pleanála generally applies the same guidelines strictly.
When to get a flood risk assessment
If preliminary checks show a site is within or close to a mapped flood zone, commission a site-specific flood risk assessment from a suitably qualified engineer before lodging a planning application, and discuss the site with the planning authority at pre-planning consultation stage.
