What happens after I submit a planning application in Ireland?

The council first validates the application, then opens a five-week public observation period, has it assessed by a planning officer, and issues a decision within the statutory eight-week period unless it seeks further information, after which the decision becomes effective four weeks later if not appealed.

Once your application arrives, the local authority first checks it for validity - confirming the notices, fee, drawings and required reports all meet the regulations. If anything is missing or incorrect, the application is invalidated and returned; if it is valid, it is registered, given a reference number, and the statutory clock starts.

From registration, there is a five-week public observation period during which any member of the public can inspect the application and submit an observation to the council on payment of the prescribed fee. During this time a planning officer assesses the proposal against the local development plan, relevant ministerial guidelines, and any observations received, and may consult internally with roads, drainage, environmental health or conservation sections, or externally with bodies such as Irish Water or the National Parks and Wildlife Service where relevant.

The council must decide within eight weeks of a valid application, either granting permission (usually with conditions), refusing it, or issuing a request for further information, which pauses the process until you respond. Once a decision issues, there is a four-week period during which any party - including the applicant, an observer, or another third party - can appeal to An Coimisiún Pleanála. If no appeal is lodged, the grant becomes effective at the end of that four-week period.

  • The grant becomes effective if unappealed, or the case moves to An Coimisiún Pleanála

What to do while you wait

Monitor your application on the council's planning portal, respond quickly and fully to any request for further information, and be prepared for the possibility of a third-party appeal even where the council grants permission, since neighbours or other observers retain the right to appeal to An Coimisiún Pleanála.
